Flevokust project
To strengthen the local economy, the Province of Flevoland and the Municipality of Lelystad have taken the initiative for an inland navigation terminal with adjacent economic zone. An inland navigation terminal is feasible with the presence of a substantial local economy and an area is attractive as a business location if there are facilities such as an inland navigation terminal. So this project started with a chicken-and-egg question. A government can break this. To limit the development risk, a smart development strategy has been devised.
In the first instance, the assignment was to prepare the intended project for decision-making and financing. To this end the feasibility had to be demonstrated first. This development strategy was decisive in this respect.
An approach has been chosen in three steps. The first step did not focus on attracting new import flows, but on converting existing logistic flows from the region from road to inland shipping. The existing flows in the region turned out to be mainly agro-logistical flows. Agro products from the Lelystad region are transported to Rotterdam and Antwerp for export to destinations mainly in Asia and Africa. By binding these flows to the inland navigation terminal to be developed, the critical mass for this terminal was reached. The presence of the terminal and especially daily departures attract new cargo flows and also return flows (import). In the future, new companies will be able to establish themselves at the economic zone near the terminal, with which additional cargo flows will come to Lelystad.
Parallel to decision-making on the basis of this strategy, both public and private parties had to be contracted. As a transaction advisor, negotiations have been conducted on land transactions, both acquisition and issuance.
Work on this project was strategic advice (development strategy and positioning), transaction advice (negotiation and supervision of land transactions) and securing the contractual agreements during realization.
